Overview

The Development Services Department, Code Enforcement & Health Division provides inspections of food service establishments to secure the health and safety of the public. Food service establishments include any business or activity that prepares, serves or sells consumable products including:

  • Convenience stores;
  • Day cares;
  • Grocery stores;
  • Restaurants;
  • Temporary (special) events.

Food service establishments are inspected at least twice a year. A pre-opening inspection is conducted when a food service establishment is constructed or extensively remodeled.

Food service establishments are inspected based on compliance with the city’s Code of Ordinances including adopted Texas Food Establishment Rules.

Inspection Rating Score Cards

Food service establishments are issued a score based on any violations found at the time of a bi-annual inspection. Food service establishments are required to place the most recently issued inspection rating score card in an area clearly visible to the public upon entry. 

A letter grade and/or numerical score will be displayed for all inspection scores of 70 points or more. The actual numerical score will be displayed for all inspection scores of less than 70 points. Inspection scores are provided as follows:

Certain food service establishments having an inspection score of 95+ points are recognized through the city’s Clean Restaurant Award program.

Mobile Food Units

A mobile food unit may be operated in accordance with the city’s code of ordinances including the City of Missouri City Zoning Ordinance. A mobile food unit is permitted to operate with a valid permit at the following locations:

  • In an I, industrial zoning district;
  • Within 100 feet of a property which has an active building permit. For a residential zoning district, an active building for the construction of at least three dwelling units must be active;
  • At a permitted special event;
  • As authorized by a park use permit;
  • At a city sponsored or co-sponsored event;
  • At an event or on behalf of a property owners’ association or homeowners association

A mobile food unit permit is issued on an annual basis upon inspection of the unit. A mobile food unit permit must be displayed, at all times, in a place where the permit can be read by the general public.
