Anthony J. Snipes

Veteran municipal administrator Anthony J. Snipes is presently City Manager of Missouri City, Texas, a dynamically diverse and commercially thriving community of 71,000 that is located in premier Fort Bend County and is recognized as one of America’s “Best” places to live.

 Mr. Snipes’ career spans more than 20 years and includes achievements in strategic initiatives that involve budgeting and performance management, public/private partnerships and organizational development. He has earned numerous accolades for inspiring his teams with clarity of purpose and leading them toward a shared view of collective goals.

He joined the “Show Me City” on Dec. 1, 2015 after being unanimously appointed by City Council Members to become the municipality’s seventh Chief Administrative Officer. Mr. Snipes oversees about 354 full-time employees and a combined annual budget of more than $105 million.

Before joining the ‘Show Me City’, Mr. Snipes was a municipal executive in different capacities for Dayton, Ohio; Fort Worth and Austin. In all three cities, he implemented proactive programs and led innovative initiatives that set a standard for excellence.
Utilizing his extensive experience, Mr. Snipes is steering a steady course of success in Missouri City, forging myriad partnerships, firmly building on the legacy of leadership that established the “Show Me City” as a community that is fiscally sound, safe and scenic.

Mr. Snipes' accomplishments in the "Show Me City" include:

  • Managing the completion of the largest ever debt refunding by eliminating $79,695,000 of debt, saving the citizens $10.7 million in interest during the life of the bonds. This is the single largest transaction and savings the City’s ever managed;
  • Initiating a High Performance Organization (HPO) framework, introducing all teams to proven management techniques that will result in a work culture based on the decisions and leadership of employees across all levels;
  • Developing a Business Plan management model that is strategically aligned with City Council priorities;
  • Conceptualizing and launching a Community Walk and Ride Tour to connect first-hand with the citizens and learn about their issues of interest;
  • Managing creation of City’s first 501c3 - Missouri City Parks Foundation, to facilitate partnerships and sponsorships for recreational programs and special events, resulting in cost-savings for the City;
  • Launching the conceptual planning and design of an expanded City Hall complex to feature a Veteran’s Memorial, public art, a performance venue and other specialized landmarks;
  • Directing the program for the City’s first Comprehensive Plan Symposium with regional partners, including the Kinder Institute at Rice University, which has conducted groundbreaking studies that show Missouri City is the most diverse in this region;
  • Coordinating the City’s participation in the 2016 All-America City Award Application and Conference process. Missouri City was ultimately recognized as one of the top 20 national finalists;
  • Launching the Voice2Vision program to educate and engage all employees about strategic initiatives, projects and goals;
  • Creating a Nuisance Abatement Team, consisting of members of Code Enforcement, the Police Department, Development Services, the City Manager’s Office, and the Legal Department. The committee is charged with developing the philosophy, processes, communications and means to measure the outcomes and reporting out on code enforcement initiatives;
  • Implementing employee task forces on Customer Service, Internal/External Communication, Diversity and Inclusion, Open Government and Innovation, and Workforce Development to involve members from various departments at all levels of the organization; and
  • Negotiating and executing a contract with Greenberg Traurig for state legislative consulting services and spearheading a meeting of the consultant with Council to discuss the upcoming Legislative session and identify any measures that would have a direct impact on Missouri City.
Mr. Snipes, who has been chief administrative officer for more than two years, was also recently elected to serve as Region 6 Secretary/Treasurer for the Texas City Management Association.

Just as he is committed to the community, Mr. Snipes is also a dedicated family man and says that his wife, Dr. Tracie Snipes, and their two children, keep him grounded. He hails from Americus, Ga., which is also home to Habitat for Humanity’s international headquarters, the historic Windsor Hotel, The Fuller Center for Housing. Americus is next door to Plains, Ga.; hometown of President Jimmy Carter.

Mr. Snipes earned a Bachelor's degree in Political Science and Sociology from Mercer University and a Master's degree in Public Administration from Florida State University.
