Growth & Development

The “Show Me City” is respected nationwide for its high-quality development requirements. It is designated a “Scenic” City by Scenic Texas, a program that honors cities excelling in fostering a sense of pride in their communities by utilizing strict ordinances and regulations. City Council has approved key strategic policies, including these below, as a blueprint for staff in the City's growth and development.

City of Missouri City Strategic Plan 2014 - 2029


The purpose of the City's 2014-2029 strategic plan is to guide the City's direction, with a focus on being a premier community that is inclusive, beautiful, safe and provides active/enjoyable living. The mission of the City Government is to provide municipal services in a financially responsible and customer friendly manner while engaging residents.

Annexation


Annexation is the process by which cities extend their municipal services, regulations, voting privileges, and taxing authority to new jurisdictions. 

Community Development Block Grant (CDBG)

The Community Development Block Grant (CDBG) Program was authorized under Title I of the Housing and Community Development Act of 1974, as amended, and is a program administered through the Housing and Urban Development (HUD) Department of the Federal Government.

Comprehensive Plan


The City's comprehensive plan provides a framework for growth and development. It outlines the policies, standards and principles that serve as the basis for updating the City's zoning, subdivision and other developmental controls.

Parks Master Plan


The Parks Master Plan guides the future acquisition, development and operation of Missouri City parks and recreation facilities. The Plan includes information on the existing parks system, goals, objectives, and needs and the priorities that are established.

Public Infrastructure Design Manual


This document contains design standards and procedures that are meant to establish, clarify, and assist both the City, private engineers and developers in creating safe, efficient, and cost effective water, sewer, street and drainage projects for the City of Missouri City.

Texas Parkway & Cartwright Road Corridor Improvements


A comprehensive study was conducted in 2009. Phase I included landscaping at 5 intersections and sidewalks along Texas Parkway and landscaping in the medians along Cartwright Road.

Subdivision Ordinance


The City's subdivision ordinance encourages well-planned, efficient and attractive subdivisions (developments) through adequate, impartial design and construction standards.

Zoning Ordinance


Officially adopted by City Council in 1981 the City of Missouri City's zoning ordinance establishes land use for private property within the City limits to meet the objectives of the Comprehensive Plan.
