At their Monday, Aug. 19 Regular Meeting, Councilmembers authorized an agreement with the City of Pearland for cooperative purchasing; authorized a contract for the maintenance and service of citywide automatic external defibrillators (AEDs); authorized the execution of a joint election agreement and contract for election services with Fort Bend County for the Nov. 5, 2019 general election; and approved the submission of the Edward Byrne Memorial Justice Assistance grant to the United States Department of Justice to fund the purchase of fitness equipment.

Here is a rundown of all Council actions at the meeting:

Staff Reports:

Received updates from City Manager Anthony J. Snipes. These include:

  • Reminding citizens that Fort Bend Independent School District started school on Wednesday, Aug. 14, Houston Independent School District starts school on Monday, Aug. 26 and that traffic regulations in school zones are in effect
  • Informing residents that in recognition of Labor Day, all non-emergency City offices will be closed on Monday, Sept. 2.

  • The MCTX Symposium on today, Wednesday, Aug. 21
  • A blood drive on Friday, Aug. 23
  • The Summer Send-Off Party on Friday, Aug. 23
  • Community Park Clean Up on Saturday, Aug. 24

Director of Financial Services Allena J. Portis presented the Quarterly Financial Report ending on June 30, 2019.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council Meetings of Aug. 5, 2019.
  • Amended the regulations and restrictions of PD, Planned Development District No. 34 on the second and final reading to allow for the development of office, warehouse and retail uses; regulating and restricting the development and use of property within such PD Planned Development District; providing for an amendment to the Comprehensive Plan; providing a penalty; containing other provisions relating to the subject. The subject site is located north of the Timber Falls Business Park, south of US 90A- South Main Street, east of the Second Mile Mission Center and west of South Cravens Road.
  • Amended PD, Planned Development District No. 66 on the second and final reading to allow for an integrated business development to include an existing child care center; regulating and restricting the development and use of property within such PD Planned Development District; providing for an amendment to the Comprehensive Plan; providing a penalty; and containing other provisions relating to the subject. The subject site is located at 4835 Highway 6. PD No. 66 is located north of Highway 6, south of Cartwright Road, east of Dulles Avenue, and west of Colonial Lakes Drive.
  • Authorized the execution of a joint election agreement and contract for election services with Fort Bend County for the Nov. 5, 2019 general election.

Public Hearings:

  • Held a Public hearing to receive comments for or against a resolution to increase the rate for residential and commercial solid waste customers by 5% beginning Jan. 1, 2020. The increase in rate is tied to a change in the regional Consumer Price Index and a change in the retail price of diesel fuel cost. As a result, the current residential rate of $13.26 will increase to $13.92. Council approved the resolution.

Authorizations:

  • Authorized an agreement with the City of Pearland for cooperative purchasing.
  • Authorized a contract for the maintenance and service of citywide automatic external defibrillators (AEDs). 

Ordinances:

  • Approved an ordinance on the first and final reading providing for a general election to be held on Nov. 5, 2019, for the purpose of electing single-member district councilmembers for Districts A, B, C and D; providing for joint elections on Nov. 5, 2019, with other entities contracting with Fort Bend County and Harris County, respectively, for such joint elections; providing for election precincts and polling places; providing for repeal.
  • Approved an ordinance on the first of two readings amending Chapter 2, Administration, of the Missouri City Code, amending regulations regarding tagging final action on agenda items. Mayor Pro Tem Chris Preston proposed an amendment to the ordinance, but it failed to gain majority vote. 

Resolutions:

  • Approved the submission of the Edward Byrne Memorial Justice Assistance grant application to the United States Department of Justice to fund the purchase of fitness equipment.
