Council Connection for Aug. 16

Council Connection

At their Monday, Aug. 16 In-Person Regular Meeting in the Community Center, Councilmembers received a presentation on the Proposed Fiscal Year 2022 Budget; approved a maximum proposed 2021 tax rate of $0.578035; and approved an ordinance providing for a special election to be held on Nov. 2, 2021 for the purpose of submitting to the qualified voters of the City certain propositions for the issuance of general obligation bonds for various public improvement purposes. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions

  • Received a presentation on the Proposed Fiscal Year 2022 Budget.

Consent Agenda

  • Approved the minutes of the Special and Regular City Council Meetings of Aug. 2.
  • Approved an ordinance granting a franchise for gas services requested by SiEnergy; containing other provisions related to the foregoing subject on the second of three readings.
  • Authorized the purchase of new tools and equipment for two new replacement fire trucks. 
  • Authorized the execution of an agreement for armored car services.

Public Hearings & Related Actions

Public Hearings and Ordinances

  • Held a public hearing and considered an ordinance to enlarge the boundaries of Reinvestment Zone No. 2 to include approximately 2.09 acres of land adjacent to the existing boundaries of the Zone; containing findings and provisions related to the foregoing subject. The ordinance was approved on the first of two readings. 
  • Held a public hearing and considered a resolution electing to participate in tax abatement and reauthorizing guidelines and criteria governing city tax abatement agreements; providing an effective date; and providing other provisions related to the foregoing subject. The resolution was approved.

Appointments

  • Appointed certain individuals to the Missouri City Management District No. 2 Board of Directors. 

Authorizations

  • Authorized a maximum proposed 2021 tax rate of $0.578035.

Ordinances

  • Approved an ordinance on the first and final reading providing for a special election to be held on Nov. 2, 2021 for the purpose of submitting to the qualified voters of the City of Missouri City, Texas, certain propositions for the issuance of general obligation bonds for various public improvement purposes; providing for joint elections on Nov. 2, with other entities contracting with Fort Bend County and Harris County, respectively, for such joint elections; providing for election precincts and polling places; providing for repeal; providing for severability.

Resolutions

  • Approved a resolution opposing the Federal Emergency Management Administration (FEMA) Risk Rating 2.0; and making certain findings relating thereto.
