At its regularly scheduled meeting held on Monday, June 4, City Council Members recognized two police officers who received prestigious awards, approved amendments to the City’s sign regulations, and honored a Missouri City Middle School student for winning a national geography contest.

Here are some actions Council Members took during the meeting:

• Recognized Rahul Nagvekar as the 2012 National Geographic Bee winner. The 14-year-old Nagvekar is a student at Quail Valley Middle School in Missouri City and the son of two engineers. He won a $25,000 college scholarship and an all-expenses-paid trip to the Galapagos Islands. About 4 million students from fourth- to eighth-grade took part in the contest from each state, the District of Columbia and U.S. territories.

• Recognized Detective Terry Patrick as the recipient of the 2012 Texas Louisiana Gulf Coast District Exchange Club Officer of the Year Award. Patrick has been with the department since June 2002. He received the award because of his dedication and tenacity pursuing every possible investigative lead associated with criminal cases, including solving 11 residential burglaries.

• Recognized Officer Jessica Berry as the 2012 Missouri City Police Officer of the Year and as the recipient of the Fort Bend County 2012 Mothers Against Drunk Driving Award. Berry made more than 75 DWI arrests last year, in addition to assisting other officers and agencies with other cases. She was also chosen because she consistently led the entire department in field investigations and traffic arrests while displaying a positive attitude.
• Held a public hearing and approved an ordinance on the first of two readings for amendments to the City’s Sign Regulations. The changes are designed to provide a balance between the continued promotion of quality design and materials while providing flexibility for the latest technology and changes sought by businesses.
• Held a public hearing and approved an ordinance on the first of two readings for a request by PETCO Animal Supplies, Inc. to allow deviations to the sign at the back of the store facing Fort Bend Toll Road.
• Asked the new property owner of 3202 Confederate Dr., a home damaged by fire, to secure an engineering report, develop plans for reconstruction and meet with City Staff to apply for permits for the demolition of the damaged portions of the home and for reconstruction permits. City Council will address the issue at a future meeting.
• Approved continuing the current standards of care for certain elementary age recreation programs operated by the Parks & Recreation Department.
• Approved a joint resolution of the City Council and the Board of Directors of the Missouri City Recreation and Leisure Local Government Corporation to adopt a meeting room use policy for homeowner associations, governmental agencies, including Municipal Utility Districts and the Fort Bend County Library, Missouri City Chapter of the AARP, Missouri City Business Alliance, Texas Parkway Alliance, Police and Fire Auxiliaries, Friends of Missouri City Parks and Missouri City Green at the Recreation and Tennis Center Meeting Rooms, Community Center, City Hall Meeting Room #1, Public Safety Headquarters Training Room and the Oak Board Room, Hibiscus Board Room, and Azalea Room at the City Centre at Quail Valley for HOAs and governmental agencies only.
• Authorized the Interlocal Agreement for the operations of the Regional Water Treatment Plant with Quail Valley Utility District for an estimated $96,000 in Fiscal Year 2012 and $288,000 in Fiscal Year 2013, and to pay invoiced services to date of $23,605.65.
• Authorized the Interlocal Agreement for Water, Wastewater and Stormwater Operation and Maintenance Services for the Steep Bank Wastewater Service Area and Mustang Bayou Water and Wastewater Service Area operations and maintenance to Quail Valley Utility District.
• Declined to take action on an Interlocal agreement between Fort Bend County Precinct 4 and Fort Bend County Municipal Utility District #115 that includes an area inside Missouri City limits.


• Approved the consent agenda, which included the following:
  1. Approved the minutes of the Special and Regular City Council meetings of May 21.
  
  
  2. Accepted a report on impact fees and the capital improvements plan from the Capital Improvements Advisory Committee. The Planning and Zoning Committee served as the Capital Improvements Advisory Committee. They recommended no changes to the land use assumptions, capital improvements plan or impact fees.
