At their Monday, Oct. 15, 2018 Regular Meeting, City Councilmembers authorized the City Manager to negotiate and execute a contract for the construction of a skate park; authorized the execution of a Community Development Block Grant housing rehabilitation contract and approved an ordinance amending the general budget for the fiscal year beginning Oct. 1, 2018, and ending Sept. 30, 2019. Here is a rundown of other Council actions at the meeting:

Presentations & Recognitions:

MYC Sworn In 10.15.18

  • Swore in more than 65 students to the 2018-2019 Mayor’s Youth Commission. 

Public Comments: 

  • Received an invitation for Mayor Allen Owen and Mayor Pro Tem Yolanda Ford to attend a candidate forum. 

Staff Reports: 

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • Notified that as part of expanding the coverage area; the new METRO MCTX Flex Route was launched on Oct. 15.  
      • This new service will provide hourly fixed-route service at select bus stop locations within the City, as well as flexible curb-to-curb bus service along and up to one-half mile on either side of Hwy. 6, between Dulles Avenue and the Missouri City Hwy. 6 Park & Ride (within city limits). 
      • We updated our FAQ news release with details and shared it with residents, the media and stakeholders; it was also added on all citizen communication tools. Read News Release.
    • Advised everyone to please mark their calendars for the following events:
      • Public Art Input Session was on Oct. 16 at 6:30 p.m. at the Community Center. There is also a second session scheduled for Tuesday, Oct. 30 at 6:30 p.m. at City Centre at Quail Valley. 
      • Family Fun Night: Halloween Edition is on Friday, Oct. 19 at 6 p.m. at the Recreation & Tennis Center. 
      • Drug Take Back Day is on Saturday, Oct. 27 at 9 a.m. at Public Safety Headquarters. 
      • Tricks and Treats in the Park is also on Oct. 27 at 4 p.m. at Buffalo Run Park. 
      • Stuff the Squad Car & Fire Truck is on Saturday, Nov. 17 at Public Safety Headquarters. Learn more about all City events on the City Website Calendar.
    • He also, thanked and highlighted: 
      • Fire, Police teams for coordinating the City’s National Night Out participation on Oct. 2. 
      • Kathleen Weisenberger for coordinating the Customer Service Training with Sheila Coates, founder and CEO of Bring Your Own Brand (BYOB) on Oct. 3. 
      • Quail Valley Golf Course and City Centre staff, Parks, HR, IT, Code Enforcement, Legal, my office, Fire, Police and Communications teams for collaborating in the 2018 Leadership Now Symposium programs/events. 
      • Communications team for coordinating the First Annual Public Service Administration Day on Oct. 5 and all departments for participating in this initiative by allowing students to shadow their teams. 
      • Tourism, Police, Fire, Public Works, Parks and Communications teams for another successful Community Night Out event on Oct. 6. It was well attended and we received great feedback from residents, visitors, volunteers and vendors. 
      • Public Works team for partnering with the Communications team in hosting this month’s MCCU class. 
      • Parks team for hosting the Community Park Playground Ribbon Cutting this Saturday in partnership with Niagara and the National Recreation Park Association. 
      • And, Parks again for coordinating the annual Shrimp Boil Tennis Tournament this past weekend.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Oct. 1, 2018.
  • Authorized the execution of an agreement with Harris County related to election services for the Nov. 6, 2018 general election. 

Authorizations:

  • Authorized the City Manager to negotiate and execute a contract for the construction of a skate park.
  • Authorized the execution of a Community Development Block Grant housing rehabilitation contract.

Ordinances:

  • Approved an ordinance authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such-system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees; providing an effective date; and consider the ordinance on the first of two readings.
  • Approved an ordinance amending the general budget for the fiscal year beginning Oct. 1, 2018, and ending Sept. 30, 2019; amending the authorized staffing for fiscal year 2019; authorizing the appropriate city officials to take steps necessary to accomplish such amendments; making certain findings; containing certain provisions relating to the subject; and consider the ordinance on the first and final reading.

Resolutions:

  • Authorized the Mayor to execute and the City Secretary to attest to the City’s consent to an assignment of an Economic Development Agreement by HPC-Seefried BB, LLC, to Hou Ind 3, LLC.
  • Authorized the Mayor to execute and the City Secretary to attest to the City’s consent to an assignment of a Tax Abatement Agreement for eligible personal property by HPC-Seefried BB, LLC, to Hou Ind 3, LLC.
  • Authorized the Mayor to execute and the City Secretary to attest to the City’s consent to an assignment of a Tax Abatement Agreement for real property by HPCSeefried BB, LLC, to Hou Ind 3, LLC.
  • Supported the United States Census Bureau by creating a Census 2020 “Complete Count Committee” to provide the City with assistance and advice in obtaining the most accurate and complete population count in the upcoming decennial census.
  • Emphasized the purpose of the upcoming bond election of Fort Bend Independent School District as it applies to City of Missouri City residents and encouraging its residents to vote in such election.
