Athletic Facilities

Policy Statement

The City of Missouri City develops and maintains park and recreation facilities to serve the residents of Missouri City. Rules and procedures in this policy are a means to ensure that those facilities are utilized in a safe and efficient manner.

Athletic field use may be reserved by associations that require on-going scheduled practice and games to specific sports per season in order to provide a recreational service or meet a special recreational need. An association, is defined for the purpose of this document, as a nonprofit youth organization with at least a majority of the participants residing within the incorporated limits of Missouri City.

Athletic field use shall also be made available for hourly rental by teams, organizations, or individuals at a rate specified further in this document.

Conditions for Use

  1. All users of athletic facilities are required to complete an Athletic Facility Use Permit in person at the Parks and Recreation Department office.
  2. Applicants must adhere to all conditions specified on the Athletic facility use permit.
  3. Applicants shall designate one (1) person to act as the contact person with the parks and recreation department. Applicants are responsible for updating their contact information as changes occur.
  4. Associations requesting use of park athletic facilities for an entire season have additional guidelines to follow. This process begins by contacting the Missouri City Parks & Recreation Department.
  5. The Athletic Facility Use Permit must be on site at all times for verification of authorized use.

Criteria for Granting

The Director of Parks and Recreation shall consider the application and grant the permit after considering all of the criteria specified in Sec. 18.5-5 of the Parks and Recreation Ordinance.

  1. All associations requesting use of a lighted field for an entire season must submit an application for permit prior to any organized activity at requested facility.
  2. All applications completed by associations for a season will be considered and scheduled according to field availability and greatest need. Total number of participants needing facilities and efficient utilization of utilities will be criteria for consideration.
  3. Historical presence of an association at a certain facility during a specific season shall be a determining factor in granting of a permit. Historical presence for the purpose of this document is defined as "the established, on-going use of a specific facility, during a designated time frame or season, that has occurred more than once".
  4. An association may be granted use of a facility on a seasonal basis; however, no more than three (3) nights per week will be granted to one group.
  5. An association's shall pay individual participation fees based on residency or rental fees for lighted or unlighted field use depending on group's classification.
  6. Use by the public shall be on a first-come, first-served basis when not previously reserved.

Conditions on Granting

The Director may impose reasonable conditions or restrictions on the granting of a permit, including, but not limited to, any of the following:

  1. A requirement that the applicant post a reasonable deposit of security for the repair of any damage to park property or the cost of clean-up, or both;
  2. A requirement that the applicant pay a reasonable fee to defray the cost of furnishing adequate security forces by the City at the proposed use or activity.
  3. A requirement that the permittee furnish additional sanitary and refuse facilities that might be reasonably necessary based on the use or activity for which the permit is being sought.

Special Use of Facilities

The City of Missouri City reserves the right to host special events, leagues and programs at all public park facilities. Associations will be notified in advance of any activity that may conflict with their scheduled use. The City will make every effort to schedule activities during non-use time periods. Associations are prohibited from entering into arrangements with other organizations or individuals for use of city facilities as they relate to this application. Associations wishing to host clinics, workshops, tournaments and/or programs that are performed by agencies other than the association are required to schedule such programs with the City at least thirty (30) days prior to the beginning of the program. The association will be required to name the agency as an additional insured on their insurance policy.

Hours Available for Use

City parks are opened daily to the public from 6:00 a.m. to 10:00 p.m., except during daylight savings time when the hours are 6:00 a.m. to 11:00 p.m. All practices and games must be completed before the park closes.

Fees, Charges, Deposits

  1. Youth Sports Associations, as defined in the Policy Statement, utilizing lighted facilities will not be charged for use of the lights during the scheduled time period designated on the Athletic Facility Use Permit. If the association needs to use the lights before or after their designated season, the regular hourly rate detailed further in No. 4 below will be charged.
  2. Youth Sports Associations will be assessed a $250 security deposit prior to the beginning of their designated use. The association will be held accountable for unauthorized or misuse of the lights and any damage to the fields due to play during inclement weather. The association agrees not to duplicate keys and any violation of this would be grounds for revocation of the athletic facility use permit and shall be a consideration for any future use. Deposits will be refunded upon the return of issued keys minus any charges assessed during the season.
  3. Unlighted athletic facilities are available for reservation by the hour at no cost to the applicant.
  4. Lighted field use is available to teams playing in City-sponsored leagues on an hourly basis at a cost of $18/hr. Reservations for lighted fields must be made in person at the parks and recreation department's office, and payment must be made at this time.
  5. As it applies to No. 4 above, no more than two one-hour reservations may be made by one team per week for either lighted or unlighted fields.
  6. City staff will be responsible for turning ball field lights on and off when reserved by the hour.

Single Event Permit Fees: Application

  1. Deposit - $50.00
  2. Per field for lighted fields - $25.00/hr
  3. Per field for unlighted fields - $15.00/hr

Tournament Event Permit Fees:

  1. Not-For-Profit without Annual or Seasonal Evemt Permit:
    1. Deposit - $100.00
    2. Per field for lighted fields - $150.00/day
    3. Per field for unlighted fields - $100.00/day
  2. For-Profit:
    1. Deposit - $200.00
    2. Per field for lighted fields - $250.00/day
    3. Per field for unlighted fields - $200.00/day

Field Preparation & Maintenance is Availbale:
$15.00/hour with a 2 hour minimum
