Community Development Block Grant (CDBG)
Program Details
The Community Development Block Grant (CDBG) Program was authorized under Title I of the Housing and Community Development Act of 1974, as amended, and is a program administered through the Housing and Urban Development (HUD) Department of the Federal Government.

The funds, granted through the U.S. Department of Housing and Urban Development (HUD), target programs and/or projects geared toward assisting low and moderate-income persons by providing decent housing, a suitable living environment and expanding economic opportunity.

Programs and projects must meet HUD’s national objectives and criteria to be eligible. Missouri City’s Consolidated Plan has established the following five priority areas for CDBG fund distribution:
  • Youth and adult education
  • Child health and welfare services
  • Senior/adult services
  • Disabled population services
  • Homeless services

The City’s estimated CDBG allocation for FY 2016-2017 is $313,640 and funding for public service activities is capped at 15% of the City’s annual allocation.

National Funding
Communities, cities, and counties compete nationally for funds allocated through the CDBG Program. Cities that receive funds become Entitlement Cities and are CDBG grantees. CDBG grantees are responsible for assuring that each eligible activity meets one of three national objectives:
  • Aid in the prevention or elimination of slums or blight
  • Benefit low to moderate income persons
  • Meet an urgent need
