Joe Esch, CCIM
Joe joined the City of Missouri City in August of 2013. He currently serves as executive director for the City of Missouri City where he oversees economic development activities and legislative affairs.
Joe has over 25 years of development experience in both the public and private sectors. He holds a BBA from Wichita State University and a MBA from the Carlson School of Management at the University of Minnesota. Joe is active in the real estate profession, he holds a Texas Real Estate license, is a CCIM currently serves the Secretary for the CCIM Houston Gulf Coast Chapter.
Joe moved to Texas in 1999 to form the Economic Development Department for the City of Sugar Land. He was with the City of Sugar Land for over a decade holding the positions of Economic Development Director from 1999 – 2005 and Executive Director for Business and Intergovernmental Relations 2005 - 2009. Among his many accomplishments while with the City of Sugar Land, Joe lead the City’s efforts on a number of significant and critical projects and policy initiatives including the visioning, creation and management of the City's involvement in Sugar Land Entertainment District, Sugar Land Town Square, the Sugar Land Conference Center, University of Houston buildings I & II, the Lakeview development, and the First Colony Mall expansion as well as the attraction of over 40 significant corporate locations and expansions including Minute Maid HQ. Additionally, Joe was responsible for the creation and implementation of the City business incentive programs, as well as the administration of the City's Tax Increment Reinvestment Zones and the two Economic Development Sales Tax Corporations.
Following his time with the City of Sugar Land and prior to his current role, Joe worked in private real estate development focusing on public private partnership projects. Among his responsibilities in this role were the sourcing project opportunities, creation of development proposals, pro-forma creation and investment analysis, sourcing and managing the capital stack, and securing entitlements, negotiating development agreements, as well as customer and vendor relations.
Joe is married with three children and is a resident of Sienna Plantation in Missouri City’s ETJ.
