Chief Performance Officer
Kathleen Weisenberger

Kathleen Weisenberger joined the Missouri City team in June 2016 to serve in the newly created position of Chief Performance Officer. Kathleen has spent the better part of the past decade in various capacities at local, state, and federal levels of government. Kathleen has also spent time living and working in China and in Athens, Greece. Kathleen began her career as a contracted Media Operations Analyst for the National Operations Center of Homeland Security in Washington DC. She then found her passion for local government as a Research Analyst Senior for the Austin Fire Department. Kathleen spent three years with the City Manager’s Office at the City of Austin, before a foray into the private sector as the Corporate Communications Manager for the Houston-based national retain chain Francesca’s. Kathleen is pleased to return to local government to focus her diverse experiences upon performance development for the Missouri City organization.

Responsibilities
As an arm of the City Manager’s Office, the Performance Office works to spearhead organization-wide programs and projects related to performance improvement and transparency. The primary mission of the Chief Performance Officer is to engage our workforce in creating a culture of performance and leadership at all levels, continuous improvement, accountability, and transparency to improve organizational outcomes.

 This includes maximizing the use of performance information, managing the annual Business Planning Process, development and monitoring of key performance indicators (KPIs) to track the City’s progress toward our key organizational goals, developing and executing strategic planning sessions for organizational leadership, creating opportunities to recognize employee efforts and exemplifications of HPO principles, and providing data and resources to assist in department-driven projects and requests relating to performance improvement and increased transparency.

Memberships & Education
Kathleen earned a Bachelor’s degree in International Studies with a focus in Politics and Diplomacy from Texas A&M University in 2006 and completed a Master’s degree in International Affairs with a focus in Policy in December 2009 from the Bush School of Public Service. Kathleen also has completed the Leading Educating and Developing (LEAD) program on the dynamics of crafting a high performance organization through the University of Virginia’s Weldon Cooper Center for Public Service. She is also a member of the International City/County Management Association.
