City Secretary

Crystal Roan

City Council approved the hiring of Crystal Roan on January 26, 2022. Crystal comes to the City with 27 years of experience in municipal government. She previously served as the City Secretary for the City of Pearland. Prior to that, she was the City Secretary and Deputy City Secretary for the City of Webster. Crystal earned her TRMC certification in 2011 (No. 628) and recertified in 2016 and 2021.

Crystal is a longtime member of TMCA. Her TMCA committee service includes Nominating, Scholarship (2013, 2017, chair 2019), TML Booth (chair 2017 & 2014), and Resolutions (2012, 2015). Crystal is active in the TMCA Salt Grass Chapter, where she has held the offices of president, vice president, secretary, treasurer, and historian. Her chapter committee service includes Outreach, Scholarship, Policies and Procedure Manual Updates, Audit, Retirement, Banquet & Holiday. Crystal is an instructor at the TMCCP Election Law Seminar; her topics have included “Unofficial Tabulation,” “Document Preparation for Canvass, Swearing In, Reporting to the Secretary of State, Election Registry,” “Early Voting for Early Voting Clerks,” and “Step by Step: Conduct of an Election.” She has also served as TMCCP seminar convener. Crystal is an instructor for the Houston-Galveston Area Council Election Law Workshop (2012-present). Crystal was the 2016 Salt Grass Chapter Municipal Clerk of the Year. The Salt Grass Chapter nominated her for Texas Municipal Clerk of the Year in 2016, 2017, and 2018. Crystal is an IIMC Certified Municipal Clerk and she currently serves as a TMCA Board Trustee.

Crystal is married to Eric Roan. Her large family includes her son in heaven, Jeremy; bonus daughter Jalen; grandson, Greyson; bonus granddaughters Skylar and Sanai; and her furry pet, Rufus. Crystal’s community activities include serving as the La Porte Community Civic Club Vice President. Her hobbies include water activities, vacationing, and spending time with family and friends.
