UPDATE ON GFL CART REFRESH PROGRAM -- FEB. 1, 2023

On January 16, 2023, GFL began swapping out existing residential trash and recycling containers for new ones. Residents should place containers out on their normal service day. Cart delivery services will follow the trash and recycling trucks, picking up the empty containers and replacing them with a new trash bin (black with green top) and a new recycling bin (green with black top). The replacement program will take up to 6 weeks to complete.

GFL has issued an update on the cart refresh program. The company requests your patience as the carts are replaced. As a reminder, trash carts are being replaced first. Once the trash carts have been completed, recycling carts will be next.

If your trash is picked up on Mondays and Thursdays, and you live in one of the following subdivisions, your trash cart should have already been replaced. If you live in one of these subdivisions and for some reason, your cart has not yet been replaced, please notify GFL at 281-403-5800.

Solid Waste Municipal Program Details

Residential contract customers used to pay a $13.92 household base rate, but as of January 1, 2023, the new rate will be $14.62 and includes the following services:

  • Solid Waste: Twice per week; per City ordinance, service is provided between 7 a.m. and 7 p.m.
  • Curbside Recycling: Every other week
  • Bulk Waste: Every other week
  • Yard Waste: Weekly
  • Curbside holiday tree pickup during the month of January
  • Trees will be picked up on Bulk collection days
  • Service provided with environment-friendly CNG (compressed natural gas) trucks

Items Collected

Every other week; GFL will collect plastics, all metal cans, all cardboard, glass and paper or paper cartons. Please rinse your containers and flatten cardboard boxes. Recyclable materials do not include pizza boxes; this may be disposed of in the solid waste container. Please download the “Commingle Recycling” guide.

Yard Waste

For yard waste to be collected, it should be stored in heavy-duty lawn and leaf refuse bags that are biodegradable, compostable and sturdy enough not to break when lifted; in a regular trash container or in the blue solid waste container. Yard waste should not be placed at the curb in regular solid waste bags; if that occurs, it will be removed as trash. Brush waste should be securely bound together, not exceeding four feet in length or 40 pounds in weight.

Service Requirements

In order to be serviced by the front-loading automatic GFL trucks, solid waste and recycling bins must be placed at the curb at least 5 feet apart from one other; the handles should face the homeowner’s residence.

To ensure service, citizens are encouraged to set garbage and recyclable materials out by 7 a.m.

Assisted or Valet Service

Assisted or valet service is available for disabled, elderly and infirmed residents; a doctor’s signature and contact phone number is required to process each request. To sign up for the service, complete the Assisted Service Authorization Form or contact GFL's (former WCA) dedicated Missouri City Customer Service center at 281-403-5800.

Schedule of Fees Details

Effective January 1, 2016, WCA Waste Corp. began providing service for Missouri City’s Municipal Solid Waste Program. However, WCA Waste Corp. joined the GFL Environmental group of companies on October 1, 2020. 

The City’s seven-year agreement with the company was authorized by City Council on July 20, 2015 and is for residential (Ordinance Number O-15-46), commercial (Ordinance Number O-15-47) and municipal solid waste and recyclable collection materials. The deal also provides for Missouri City to collect a franchise fee of 5% of gross receipts from GFL (former WCA).
