CDBG Programs, Applications & Resources
The city is a participant of the Community Development Block Grant (CDBG) program administered through the United States Department of Housing and Urban Development. The city uses this grant to provide assistance for low and moderate income residents through services targeted towards decent housing, a suitable living environment and expanding economic opportunity.
The City’s 2019-2023 Consolidated Plan identifies priority areas for funding to include (1) youth and adult education; (2) child health and welfare services; (3) senior and adult services; (4) disabled population services; and (5) homeless services.
Applications are accepted for the following CDBG programs as provided below:
Residential Paint Program
Provides assistance for exterior painting improvements for eligible homeowners.

First Time Home Buyers Program
Provides 5-year forgivable loans to eligible residents that can be used for down payment and/or closing assistance.

Provides assistance for eligible homeowners to complete minor home repairs.

Post Secondary Educational & Vocational Scholarship Application
Provides reimbursement for qualified expenses to eligible residents enrolled in community college, university or vocational programs.
