At their Monday, Sept. 16 Regular Meeting, Councilmembers adopted the budget for the fiscal year beginning Oct. 1, 2019 and ending Sept. 30, 2020; authorized the City Manager to negotiate and execute an amendment to the existing contract for ditch cleaning/excavation services and amended the personnel policy of the City of Missouri City to provide for certain vacation leave. Here is a rundown of all Council actions at the meeting:
Presentations:
Mayor Yolanda Ford proclaimed Oct. 2, 2019 as “Public Administration Day” in the City of Missouri City, Texas.
Staff Reports:
Received updates from City Manager Anthony J. Snipes. He shared details on:
- The storm system in the Gulf, and that staff is closely monitoring the situation.
- The annual employee barbecue cook-off that is Friday, Sept. 27, and as a result, all non-emergency City offices will be closed on that day from 11 a.m. to 5 p.m.
- His election as a fellow in the National Academy of Public Administration.

Consent Agenda:
- Approved the minutes of the special and regular City Council meetings of Sept. 3, 2019, and the special City Council meeting of Sept. 7, 2019.
- Changed the zoning district classification of an approximate 14.11 acre tract of land from SD, suburban district to LC-3, retail district; providing for an amendment to the Comprehensive Plan; providing a penalty. The subject site is located south of Vicksburg Boulevard and State Highway 6, east of the Oakwick Forest Estates residential subdivision and west of a Firestone Complete Auto Care.
Public Hearings:
- Held the public hearing on the approval and adoption of the budget for the fiscal year beginning Oct. 1 2019, and ending Sept. 30, 2020. There were no public comments and Council adopted the budget.
- Also, held the first of two public hearings to receive comments regarding the City’s proposed tax rate of up to $0.630000. There were two residents who shared their feedback.
Authorizations:
- Authorized the City Manager to negotiate and execute an amendment to the existing contract for ditch cleaning/excavation services.
- Authorized the City Manager to execute a one year contract extension with Wells Fargo Bank for depository services.
Ordinances:
- Amended the personnel policy of the City of Missouri City to provide for certain vacation leave on the second and final reading.
- Approved an ordinance authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such-system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees; providing an effective date on the first of two readings.
