[ARCHIVED] Texas Parkway/Cartwright Road

Texas Parkway Medians Planned

Dozens of Missouri City residents recently previewed Texas Department of Transportation plans to construct raised medians and plant landscaping along a portion of Texas Parkway, improving safety and mobility on the major, state thoroughfare.

During the April 12 open house, citizens spoke with TxDOT and City staff, members of City Council and partners from AIA Engineers, Ltd. about the $1.3 million project, reviewing maps outlining the improvements and colorful displays of various tree, shrub and plant options. Residents also had an opportunity to ask questions and air their concerns to the officials involved and to fill out feedback forms.

Missouri City has applied for federal funds through the Transportation Improvement Program to fund the improvements and staff expects to be notified of a decision in the next couple of months.

Project Manager Janice Kruse, of AIA Engineers, said the work should get under way in June 2012. “The raised medians will go from Third Street down to Cartwright Road and it should take about six months to complete, with the landscaping on both sides of the roadway,” she explained.

She addressed some residents’ concerns that the raised medians will obstruct access to some subdivisions along Texas Parkway. “Any time you put in raised medians people are concerned about the changing access, both businesses and subdivisions,” Kruse said. “And one of the things we looked at during the design was trying to make sure the subdivisions and business areas have multiple access points.”

Kruse stressed the importance of the raised medians for residents’ safety. “The medians cut down on accidents,” she said. “In the last three years, more than 680 accidents were recorded on that portion of Texas Parkway and about 100 of those were attributed to left turn movements in the medians. The raised medians reduce the opportunity for those accidents to occur.”

No additional changes, including widening Texas Parkway, are planned for the next 10 to 15 years.

Resident and Quail Green HOA President Karen Lambert approves of the planned improvements. “A lot of the residents have seen the ongoing construction of sidewalks now under way and are asking questions about the new project,” Lambert said. “The raised medians will help prevent accidents. One thing that really sold me was the paved stones and the landscaping. This is going to be a beautiful project.”

Cedric Buchanan, a business owner in the area, also expressed his support for the construction. “I think it will help the traffic situation and the landscaping will be a magnificent improvement,” Buchanan said.
