At their Monday, May 17 In-Person Regular Meeting in the Community Center, Councilmembers proclaimed the month of May as “Bike Month” and the week of May 16-22, 2021 as “Public Works Week;” authorized the execution of a contract with RAC Industries, LLC for the Knight Road Extension construction; authorized a contract with Construction Masters of Houston, Inc. for renovating City Council Chambers and City Hall Entrance lobby; approved an ordinance to amend the general budget for Fiscal Year 2021; and recognized the Thurgood Marshall High School track teams for their recent accolades. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:

  • Recognized the Thurgood Marshall High School girls track team for their first place finish at the 2020-2021 University Interscholastic League (UIL) state track meet; and, recognized the Thurgood Marshall High School boys track team for their third place finish at the UIL state track meet.
  • Commemorated the anniversary of a resident’s survival of a medical emergency by recognizing the City teams and the civilians who assisted in the effort.
  • Proclaimed the month of May as “Bike Month.” 
  • Proclaimed the week of May 16-22, 2021, as “Public Works Week.”

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of May 3, 2021.
  • Approved an ordinance on the second and final reading to amend PD Planned Development District No. 35 (Ordinance O-13-28) to allow for the location of an automobile parking lot within tract I-11-21; providing a penalty; containing other provisions relating to the subject. First Baptist Church of Houston is located at 4309 Sienna Parkway and the subject location for the proposed parking lot is an approximate 1.08 acre tract, south of Sienna Circle, east of a Kids ‘R’ Kids Learning Academy at 4401 Sienna Circle and west of a Pepperoni’s restaurant at 4303 Sienna Circle. 
  • Authorized the execution of an interlocal addendum agreement with Fort Bend County Municipal Utility District No. 48 for the balance of plant for the Mustang Bayou Wastewater Treatment Plant. 
  • Approved an ordinance on the second and final reading to zone an approximate 7.5-acre tract of land from LC-3 to PD Planned Development to allow for an office/warehouse and logistics center; providing a penalty; containing other provisions relating to the subject. The location of the site subject to zoning is to the north and east of Paloma Bend Drive, south of US 90A – South Main Street, and west of South Cravens Road. 
  • Approved an ordinance on the second and final reading to zone an approximate 42.93-acre tract of land to PD, Planned Development District to allow for a retail, commercial development; providing a penalty; containing other provisions relating to the subject. The location of the site subject to zoning is to the north and west of the intersection of the Fort Bend Parkway (toll road) and State Highway 6, south of Trammel Fresno Road, and east of Vicksburg Boulevard. 
  • Approved an ordinance on the second and final reading to continue Article VII of Chapter 74 of the Missouri City Code; continue the rules and regulations pertaining to the standards of care for certain elementary-age recreation programs operated by the City of Missouri City.
  • Authorized the negotiation and execution of a contract for the purchase of thirty-two Flock safety cameras. 
  • Authorized the execution of a contract with G2O Technologies, LLC for aluminum chlorohydrate. 
  • Authorized the execution of a contract with DXI Industries, Inc. for sodium hypochlorite 10%. 
  • Authorized the execution of a contract with DXI Industries, Inc. for chlorine gas. 
  • Authorized the execution of a contract with Shannon Chemical Corporation for citric acid and sodium permanganate.
  • Authorized the execution of a contract with chemical vendors for multiple water treatment chemicals. 
  • Authorized the execution of a contract with Polydyne, Inc. for dewatering polymers. 
  • Authorized the execution of a contract with Napco Chemical Company, Inc. for liquid ammonium sulfate. 
  • Authorized the execution of a contract with Paradigm Traffic Systems for traffic control parts. 

Public Hearings & Related Actions

  • Zoning Public Hearings and Ordinances
  1. Held a public hearing and received no comments for or against to amend PD, Planned Development District No. 96 (Ordinance O-20-16) to revise the site plan and amend the regulations and restrictions including amendments to use regulations, height and area regulations and parking regulations; providing a penalty and containing other provisions relating to the subject. PD No. 96 is located north and south of Lake Olympia Parkway, north of Dry Creek Village residential subdivision, east of Parks Edge residential subdivision, and west of the Fort Bend Parkway. The ordinance was approved on the second and final reading.

Appointments:

  • Re-appointed Dana Osborne, Position 4 and John Knox, Jr., Position 5 to the Board of Directors of the Sienna Management District.
  • Re-appointed Ivy Levingston to the Board of Directors of Missouri City Municipal Management District No. 2. Ms. Levingston is an initial director of the board and is currently serving as a director.

Authorizations:

  • Authorized the negotiation and execution of a contract with Dannenbaum Engineering Corporation (DEC) for the design of the Willow Waterhole Detention/Expansion.
  • Authorized the execution of a contract with RAC Industries, LLC for the Knight Road Extension construction.
  • Authorized a contract with Raba Kistner, Inc. for the Knight Road Extension materials testing. 
  • Authorized the execution of the Mustang Bayou Wastewater Treatment Plant Balance of Plant Project easement agreement with CenterPoint Energy. 
  • Authorized the Interim City Manager to negotiate and execute a contract with Construction Masters of Houston, Inc. for renovating City Council Chambers and City Hall Entrance lobby. 

Ordinances:

  • Approved an ordinance on the first and final reading to amend the general budget for the Fiscal Year beginning Oct. 1, 2020 and ending Sept. 30, 2021; transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; containing certain provisions relating to the subject.
