At the Monday, Nov. 15 In-Person Regular Meeting in the Community Center, District B Councilmember Jeffrey L. Boney, Mayor Pro Tem/District C Councilmember Anthony G. Maroulis and District D Councilmember Floyd Emery were sworn in to office and City Council recognized City Secretary Maria Gonzalez Jackson for her 15 years of commitment and leadership. Here is a rundown of all Council actions at the meeting:
Presentations & Recognitions
- Administered the oath of office to Jeffrey L. Boney, City Council District B; Anthony G. Maroulis, City Council District C; and Floyd Emery, City Council District D.



- Recognized City Secretary Maria Gonzalez Jackson for her 15 years of commitment and leadership to the City of Missouri City.

Consent Agenda
- Approved the minutes of the Special and Regular City Council Meetings of Nov. 1, 2021 and the Special City Council Meetings of Nov. 8, 2021 and Nov. 9, 2021.
- Authorized a waiver of penalty and interest on property taxes for the 2020 tax year pursuant to a taxpayer request.
- Approved an ordinance on the second of three readings granting a franchise to CenterPoint Energy Houston Electric, LLC, to use the public rights-of-way within Missouri City, Texas, for electricity services.
- Approved an ordinance on the second and final reading establishing procedures for the consideration of economic development projects within the City.
- Authorized the execution of a contract for the purchase of firefighter breathing safety equipment through a cooperative purchasing program.
Public Hearing
Public Hearing & Related Actions- Held a public hearing to receive comments for or against an ordinance to amend the Comprehensive Plan of the City of Missouri City, Texas; and to adopt a new drainage master plan. The ordinance was approved on the first of two readings.
Authorizations
- Authorized the execution of a contract for redistricting legal services.
Ordinances
- Considered an ordinance providing for a special runoff election to be held on Dec. 11, 2021, for the purpose of electing a Councilmember, District A; providing for joint elections on Dec. 11, 2021, with other entities contracting with Fort Bend County and Harris County, respectively, for such joint elections; providing for election precincts and polling places. The ordinance was approved on the first and final reading.
- Considered an ordinance amending the general budget for the fiscal year beginning October 1, 2021, and ending September 30, 2022; transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; and containing certain provisions relating to the subject. The ordinance was approved on the first and final reading.
- Considered an ordinance authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees. The ordinance was approved on the first of two readings.
Resolutions
- Approved a resolution authorizing the City’s participation in certain charitable programs.
