At the Monday, Aug. 15 In-Person Regular Meeting in the Community Center, Councilmembers approved an ordinance amending the City’s Zoning Ordinance regarding massage establishments; authorized the Mayor to execute the Final Plat of Lexington Village Sec. 1; and approved an ordinance calling the City of Missouri City Nov. 8, 2022 General Election. Here is a rundown of all Council actions at the meeting:
Consent Agenda
- Approved (5-0) the minutes of the special City Council meetings dated 7/5/22, 7/19/22, and 7/20/22 and the regular City Council meetings dated 6/21/22, 7/05/22, 7/18/22, and 8/01/22.
- Authorized (5-0) the Interim City Manager to negotiate and execute a contract with Enterprise Holdings, Inc. for rental services of vehicles in an amount not to exceed $60,192.
- Approved (5-0) an ordinance on the second and final reading amending the City’s Zoning Ordinance regarding massage establishments.
- Authorized (5-0) the acceptance of deeds conveying land and improvements from Missouri City Management District No. 1 for the Shipman’s Cove Section 1 Lift Station and the Parks Edge Lift Station No. 2.

- Authorized (4-1) the Mayor to execute the Final Plat of Lexington Village Sec. 1.
Ordinances
- Approved (4-1) an ordinance on the first of three readings amending the term of the franchise granted to GFL Environmental Services USA, Inc., successor in interest to Waste Corporation of Texas, L.P., a wholly owned-subsidiary of WCA Waste Corporation, for the right and privilege to use the public rights of way to conduct a solid waste collection service business for commercial customers within the City.
- Approved (4-1) an ordinance on the first of three readings amending the term of the franchise granted to GFL Environmental Services USA, Inc., successor in interest to Waste Corporation of Texas, L.P., a wholly owned-subsidiary of WCA Waste Corporation, for the right and privilege to use the public rights of way to conduct a solid waste and recycling collection service business for residential customers within the City.
- Approved (5-0) an ordinance on the first of two readings implementing a monetary incentive for the recruitment of certified peace officers.
- Approved (5-0) an ordinance on the first of two readings implementing a monetary incentive for the recruitment of certified firefighters.
- Approved (5-0) an ordinance on the first and only reading calling the City of Missouri City Nov. 8, 2022 General Election.
Resolutions
- Approved (5-0) a resolution authorizing the Interim City Manager or his designee to negotiate and execute a local on-system improvement project agreement (LOSA) with the State of Texas for the upgrade of the traffic signal located at State Highway 6 at Township Lane.
- Approved (5-0) a resolution ratifying the submission of a grant application for the Fiscal Year 2022 General Victim Assistance Program to the Criminal Justice Division of the Office of the Governor through the Houston-Galveston Area Council.
