At the Monday, Oct. 17 Regular Meeting, Councilmembers received a presentation from METRO; received the conceptual design of the undeveloped parkland at East Hampton Circle and Kathy Avenue; and authorized a community event participation agreement with the Missouri City Juneteenth Celebration Foundation. Here is a rundown of all Council actions at the meeting:
Staff Reports
- Received a presentation from METRO.
- Received a presentation of the conceptual design for undeveloped parkland at East Hampton Circle and Kathy Avenue.
- Received a presentation and discussed the vacation, closure and abandonment of certain segments of East Hampton Circle and Kathy Avenue right-of-way.
Consent Agenda
- Approved (7-0) the minutes of the regular City Council meeting of Oct. 3, 2022.
Authorizations
- Authorized (7-0) the Interim City Manager to negotiate and execute a contract with Bass Construction Co. for the construction and installation of park monument signage at Gammill Park and Quail Green West Park in an amount not to exceed $68,783.80.
- Authorized (6-0) the Interim City Manager to negotiate and execute a contract with McKenna Contracting to replace the basketball court at Community Park in an amount not to exceed $75,555.
- Authorized (5-1) the Interim City Manager to execute an amendment to the agreement with HdL Companies for sales and use tax compliance services, economic development services and sales tax reporting.
- Authorized (5-1) Interim City Manager to execute an amendment to the agreement with Waste Corporation of Texas, L.P., dba GFL Environmental, a Delaware limited partnership, the City’s residential and commercial solid waste and recyclable materials collection services contractor.
- Authorized (6-1) a community event participation agreement with the Missouri City Juneteenth Celebration Foundation. The agreement is being proposed for a five-year term with $35,000 annually supported by HOT Funds and $15,000 annually from the General Fund.
Ordinances
- Approved (5-1) an ordinance on the first of two readings authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City employees.
- Approved (6-1) an ordinance on the second and final reading to zone approximately 6.853 acres of land from LC-3 retail district to PD, Planned Development District to include LC-3 retail and warehouse storage uses; and to the extent such zoning deviates from the Future Land Use and Character Map of the Comprehensive Plan, to provide for an amendment therefrom.

- Texas Government Code, Section 551.087 - To discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations.

Reconvene
- Authorized (6-1) a three (3) percent salary increase for the City Attorney and City Secretary.
