- Approved (7-0) the minutes of the special City Council meeting of Oct. 19 and the regular City Council meeting of Oct. 17, 2022.

- Held a public hearing to receive comments for or against a request by Joe Douglas Webb, AIA, Webb Architects to amend PD, Planned Development District No. 96 (Ordinance O-21-23) to amend the regulations and restrictions including amendments to use regulations, height and area regulations and the development schedule; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. PD No. 96 is located north and south of Lake Olympia Parkway, north of the Dry Creek Village residential subdivision, east of the Parks Edge residential subdivision, and west of the Fort Bend Parkway
- Approved (6-1) an ordinance on the first of two readings amending PD, Planned Development District No. 96 (Ordinance O-21-23) to amend the regulations and restrictions including amendments to use regulations, height and area regulations and the development schedule; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom; providing for repeal; providing a penalty; providing for severability.
- Held a public hearing to receive comments for or against a request by Thomas and Latasha Saylor for a SUP, Specific Use Permit, to allow for the location of a place of assembly, event center; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The site is an approximate 6,900 square feet lease space located within the Quail Valley La Quinta shopping center at 2601 Cartwright Road. The shopping center is located on the southwest corner of Cartwright Road and Cypress Point Drive.
- Approved (4-3) an ordinance on the second and final reading of a SUP, Specific Use Permit for a place of assembly; an event center in an approximate 6,900 square feet lease space located within the Quail Valley La Quinta shopping center at 2601 Cartwright Road; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom.
Authorizations
- Authorized (7-0) the Interim City Manager to amend existing contract with Lake Management, not to exceed in the amount of $168,000 for remediation and on-going maintenance of plant life and water quality in the City lakes and waterways.
- Accepted (7-0) the Quarterly Investment Report for the Quarter ended on Sept. 30, 2022.
- Authorized (7-0) the Interim City Manager to execute a construction contract with Environmental Allies Inc., for the expansion of Cangelosi Ditch watershed in the amount of $1,255,821.64.
- Authorized (7-0) the Mayor to execute a contract for City Manager services and appoint Angel Jones as City Manager.
Ordinances
- Approved (7-0) an ordinance on the second and final reading authorizing the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such system; providing for increased annuities for certain City of Missouri City employees.
Resolutions
- Approved (7-0) a resolution in support of City of Sugar Land’s submission of a grant application to the U.S. Department of Transportation, Office of the Assistant Secretary for Research and Technology, for the Fiscal Year 2022 Strengthening Mobility and Revolutionizing Transportation (SMART) Grants to fund the Intelligent Transportation Systems (ITS) Railroad Monitoring, Communication, and Notification System Project.
- Approved (6-1) a resolution consenting to the sale and issuance of Unlimited Tax Bonds, Series 2022, for the Missouri City Management District #1 in an amount not to exceed $9,825,000 and authorizing the Mayor to execute and the City Secretary to attest same for and on behalf of the City of Missouri City.

- Texas Government Code, Section 551.071 – Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: City of Missouri City v. Paxton (CAUSE NO. D-1-GN-21-000642 in the District Court of Travis County, Texas, 201st Judicial District).
