At the Monday, March 20 Regular Meeting, council members received a presentation on the Fiscal Year 2022 Annual Comprehensive Financial Report; authorized a contract for the construction of new digital reader signs; and authorized a request by the Exchange Club of Fort Bend to post child abuse awareness signs along Highway 90-A and Present Street. Staff Reports
- Received a presentation on the Fiscal Year 2022 Annual Comprehensive Financial Report.
Consent Agenda
- Approved (7-0) the minutes of the Special and Regular City Council meetings of March 6, 2023.
- Authorized (7-0) the City Manager to execute a three (3) year contract with Metro Fire Apparatus Specialist, Inc., for the purchase of various protective equipment to support Fire Department operations. Anticipated to purchase up to $450,000 in aggregate, in protective equipment with Metro Fire Apparatus Specialist. Inc., utilizing Buy Board Contract #603-20.
- Authorized (7-0) the City Manager to negotiate and execute a contract for design of the new Golf Course Maintenance Facility with Huitt-Zollars, INC., in an amount of $312,630.
- Authorized (7-0) the City Manager to negotiate and execute a construction contract with Republic Masonry & Fencing LLC for the construction of new (marquee) digital reader signs in an amount of $528,112.45.
Authorizations
- Authorized (7-0) an annual request by the Exchange Club of Fort Bend to post child abuse awareness signs along Highway 90-A and Present Street.
Ordinances
- Approved (7-0) an ordinance on the first of two readings amending the Personnel Policy of the City of Missouri City, providing rules related to the use of social media.
- Approved (7-0) an ordinance on the first of two readings amending Chapter 2 of the Missouri City Code, establishing a Neighborhood Services Department.
Resolutions
- Approved (7-0) a resolution of the City Council of Missouri City, suspending the May 1, 2023 effective date of the proposal by CenterPoint Energy Resources Corp., d/b/a CenterPoint Energy Entex and CenterPoint Energy Texas Gas – Houston Division to implement gas reliability infrastructure program rate adjustments for gas utility investments; and containing certain provisions relating to the subject.

- Texas Government Code, Section 551.074 – Deliberations concerning the appointment or employment of a public officer or employee: Municipal Court judges.
- Texas Government Code, Section 551.071 – Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act:
- Hampton v. City of Missouri City, et al. (Fort Bend County Cause No. 21-DCV-287388 in the 400th District Court of Fort Bend County, Texas);
- Willie Jones & Jeanette Crummedyo v. City of Missouri City (Cause No. 22-DCV-292916 in the 240th Judicial District of Fort Bend County);
- Missouri City Gifts v. City of Missouri City;
- setback enforcement matter in the Stillwell Partition subdivision; and
- Zondria McKinney v. City of Missouri City (Cause No.4:23-mc-00341 in the Southern District of Texas, United States District Court).
