MCTX City Secretary Receives Prestigious Appointment

MCTX City Secretary Crystal Roan

MISSOURI CITY, TEXAS (November 14, 2023) – The Texas Municipal Clerks Association (TMCA) has a new leader, and it is none other than Missouri City's City Secretary, Crystal Roan. She was appointed as the new trustee to TMCA, the leading organization of city secretaries, in an announcement issued October 26 during the association's annual business meeting in Frisco, Texas.


As a new trustee, Roan will be responsible for the guidance and accomplishment of the goals of the association, which include operation of the Texas Municipal Clerks Certification Program (TMCCP), the most important professional development course for city secretaries across the nation. With 28 years of municipal experience, Roan has the TMCCP's Texas Registered Municipal Clerk (TRMC) certification and the International Institute of Municipal Clerks' Certified Municipal Clerk designation.


"I feel privileged to have the opportunity to continue serving our organization," said Roan. "It reaffirms my determination to fulfill my role as a municipal clerk, and it brings me great pride to know that our work directly contributes to the betterment of the municipalities we serve.”


Roan, who began her tenure in Missouri City in 2022, serves as co-instructor to her peers at the TMCCP's annual Election Law Seminar. Since 2012, she has also taught at the Houston-Galveston Area Council's Election Law Workshop. Roan co-authored the Texas Municipal Clerks Handbook, a reference manual published by the TMCA that serves as a guide to those in the profession of city secretary. With extensive involvement on various committees at TMCA, in 2016, Roan was honored as the Municipal Clerk of the Year.


The Texas Municipal Clerks Association was founded in 1952 and has more than 1,100 members. Its mission is to motivate city secretaries and city clerks to become governance leaders and provide educational programs for future generations.
