At its regularly scheduled meeting on Monday, July 20, City Council members received a presentation on legislative updates, authorized a contract for solid waste and recyclable material collection from WCA and presented scholarships to Mayor’s Youth Commission members. Here is a full list of Council’s decisions from that meeting:

  • Administered the oath of office of the City’s boards, committees and commissions for the following members:
      Electrical Board
    • Frank Hester

      Zoning Board of Adjustments
    • William W. Johnson

      Parks Board
    • Dan Porter
    • Pamela Andrews
    • Adrian Matteucci
    • Diane Giltner
    • Loveless Mitchell
    • Llarance Turner

  • Presented scholarships to four members of the Mayor’s Youth Commission. Parks Board members and youth commission leaders presented the following students with their scholarships and announced the university each student plans to attend in the fall:
    • Anishya Jose Idicula, University of Texas Dallas
    • Jessca Moni Thomas, University of Houston
    • Zahra Sadruddin, Texas A&M (not in attendance)
    • Sergio Ivan Garza, Houston Community College
    • Rishiprotim Nag, Princeton University
  • Received a presentation on the Legislative Update from City Attorney E. Joyce Iyamu. Council was updated on the passage and failure of various Senate and House bills that affect City governments and discussed potential items for future legislation.
  • Approved an ordinance on the second and final reading to rezone an approximate 2.51-acre tract of land from R-5 townhouse residential district to LC-1 local retail restricted district. The site is located on Scanlin Road northwest of the City Hall complex. At-Large Position #1 City Council Member Jerry Wyatt noted that a rezoning to Planned Development district would have been more appropriate; he was the only dissenting Council vote.
  • Voted against an ordinance on the second and final reading to provide Verizon Wireless with a special use permit to build an 81-foot cell phone tower between the Maranatha Full Gospel Church and the Quail Valley shopping center. Quail Valley Patio Homes HOA President Mary Ruth Smith spoke against the tower, and Council agreed that the site was not an adequate location for the tower. Council unanimously voted against the ordinance.
  • Approved an ordinance repealing Ordinance No. O-06-39 and granting a specific use to allow HCC to relocate their campus to the site, which is located along Thomas Taylor Parkway south of the City Hall complex. City Council Members Yolanda Ford and Chris Preston opposed the item.
  • Held a public hearing and approved on the first of two readings the adoption of the City’s Parks Master Plan.
  • Authorized the parkland dedication proposal for the Durham Tract residential subdivision.
  • Authorized the execution of an agreement between Missouri City and Cernus Development, LLC for the funding of utility construction and development options in the Mustang Bayou service area.
  • Authorized the execution of an agreement between Missouri City and FLC Parkway, L.P. for the funding of utility construction and development options in the Mustang Bayou service area.
  • Authorized an agreement with WCA Waste Corporation for residential, commercial and municipal solid waste and recyclable materials collection service. Representatives from WCA presented to Council an overview of the company, how the company handles various safety concerns, their approach to public education and how they would implement a transition plan for the City from their previous contract to the new WCA partnership. The City’s contract would provide a $12.40 per household base rate with an additional 5 percent franchise fee. The City would transition to fully-automated solid waste service under the new contract; WCA representatives said they would work closely with residents who needed special assistance with the automated trash pick-up, such as elderly or disabled residents.   • Declared an exemption from competitive bidding laws and authorized the execution of an agreement to purchase equipment for the Regional Water Treatment Plant.
  • Approved a resolution that authorizes the execution of an interlocal agreement between Missouri City and Fort Bend County for the use of helicopters for law enforcement purposes.
  • Approved the Consent Agenda, which included the following:
    1. Approved the minutes of the special meeting and regular City Council meetings of July 6, 2015, and the special City Council meeting of July 10, 2015.
